Viet Nam Officially Has 19 Inland Container Depots Under Decision 428/QĐ-BXD: Cai Mep and Tan Cang – Moc Bai Added

Viet Nam officially has 19 inland container depots (ICDs) under Decision 428/QĐ-BXD.
On March 31, 2026, the Ministry of Construction issued Decision No. 428/QĐ-BXD, announcing the official list of Viet Nam's inland container depots comprising 19 ICDs across 10 provinces and municipalities. The decision took effect immediately upon signing, replacing Decision No. 287/QĐ-BXD dated March 21, 2025.
Under the decision, the Viet Nam Maritime and Inland Waterway Administration is assigned to carry out management, inspection, and supervision of all 19 ICDs in accordance with current regulations.
The 2026 list adds 2 strategic ICDs: Cai Mep (Ho Chi Minh City) and Tan Cang – Moc Bai (Tay Ninh). This marks a significant step in the national logistics infrastructure modernization roadmap, aimed at reducing transportation costs and enhancing import-export capacity.

The 2026 list adds 2 strategic ICDs: Cai Mep (Ho Chi Minh City) and Tan Cang – Moc Bai (Tay Ninh). This marks a significant step in the national logistics infrastructure modernization roadmap, aimed at reducing transportation costs and enhancing import-export capacity.
- Cai Mep ICD: The first ICD in the Cai Mep – Thi Vai area, with a customs clearance capacity of approximately 133,000 TEUs/year, featuring modern berth systems and equipment serving containers, bulk cargo, and project cargo.
- Tan Cang – Moc Bai ICD: Located in the Moc Bai Border Gate Economic Zone, directly connecting Viet Nam with Cambodia and the Greater Mekong Subregion, contributing to the promotion of cross-border trade to international standards.

The expansion of the network from 17 to 19 ICDs not only increases cargo handling capacity in the South and opens a new trade corridor to Cambodia and ASEAN, but also brings to life the long-term goal of reducing logistics costs to below 10% of GDP, while enhancing the attractiveness of foreign investment into export-oriented manufacturing industries.
