2026 IMPORT AND EXPORT TARIFF UPDATE

The Regional Customs Sub-Department VIII has released an updated version of the Viet Nam Import-Export Tariff Schedule, reflecting regulatory changes effective from April 2026. Businesses involved in cross-border trade should review the revision before their next shipment.

The Regional Customs Sub-Department VIII has published an updated version of the 2026 Import-Export Tariff Schedule (updated 05/04/2026), incorporating the latest legislative changes affecting both duty rates and commodity management.

Revised duty rates

The update adjusts preferential import duty rates on petroleum products under Decree 72/2026/NĐ-CP. It also incorporates revised preferential tariff schedules under two key trade agreements – the ASEAN–Japan Comprehensive Economic Partnership (AJCEP) and the Viet Nam–Japan Economic Partnership Agreement (VJEPA) — both applicable from 01 April 2026. A new tariff schedule under the 2026 Viet Nam–Cambodia Trade Agreement has been added as well.
 

Commodity management changes

The updated file reflects new chemical commodity lists under Decree 34/2024/NĐ-CP and Decree 26/2026/NĐ-CP. It includes additional anti-dumping duty decisions issued by the Ministry of Industry and Trade, as well as an updated list of Group 2 goods under the Ministry of Construction's scope of management.

Important note: This tariff schedule is compiled from existing legal instruments (sourced from the Viet Nam Legal Library) as a quick-reference tool. It does not replace original legal documents. For VAT rates, businesses should cross-check against Appendices I and II of Decree 174/2025/NĐ-CP, or refer to column "G – VAT Reduction" integrated within the file, as direct HS-code-linked VAT rate references are not yet available.
