Mega-Ports, Cross-Border Corridors, and Infrastructure Trends Reshaping Southeast Asian Logistics

A wave of port, highway, and railway projects is currently being rolled out across Southeast Asia (SEA) through the 2025–2027 period. These initiatives reflect a surge in logistics infrastructure investment and signal a mid-term shift in regional transport structures and supply chain connectivity.
1. Port Development and the Automation Trend
- Singapore – Tuas Port
Phase 1 is now fully operational using Automated Guided Vehicles (AGVs). As of April 2026, PSA Singapore has begun field-testing next-generation Intelligent Guided Vehicles (IGVs) at the Tuas Living Lab. Field trials are set to begin in Q2 2026, with large-scale deployment targeted for Q4 2026. The long-term goal for Tuas Port is to reach a capacity of 65 million TEUs per year by the 2040s.
- Thailand – Laem Chabang Port
Phase 3 is progressing rapidly, centered on Terminal F, which aims to increase the port’s total capacity to 18 million TEUs per year. Marine construction is approximately 90% complete, and the access channel has been dredged to a depth of -18.5 meters to accommodate Ultra Large Container Vessels (ULCVs). Simultaneously, the Thai government is working to increase the inland rail transport share from 7% to 30%.

2. Deep-Water Port Expansion and Regional Competition
Deep-water port clusters are currently in a race to expand capacity to secure commitments from major mainline shipping carriers:
Viet Nam – Cai Mep – Thi Vai Cluster: Container throughput in January 2026 reached 711,429 TEUs, a 9% increase over the same period in 2025. The cluster currently maintains 48 international routes per week, including more than 20 direct services to the United States and Europe.
Deep-water port clusters are currently in a race to expand capacity to secure commitments from major mainline shipping carriers:
Viet Nam – Cai Mep – Thi Vai Cluster: Container throughput in January 2026 reached 711,429 TEUs, a 9% increase over the same period in 2025. The cluster currently maintains 48 international routes per week, including more than 20 direct services to the United States and Europe.
- Port Projects: The Gemalink 2A expansion is underway; once completed, it will contribute to a total cluster capacity of approximately 3 million TEUs per year.
- Warehousing & Logistics: The Cai Mep Ha Logistics Center project (with an investment of nearly VND 50.82 trillion / approx. $2 billion) has been approved to serve as a primary regional hub for post-port logistics and bonded warehousing.
- Domestic Connectivity: The Bien Hoa – Vung Tau Expressway is being fast-tracked to open in segments throughout 2026. This, combined with the Phuoc An Bridge (expected 2027), will finalize the connectivity network for the Southern Key Economic Region.
Malaysia – Port Klang: Following its groundbreaking in September 2024, the Westports 2 project is expanding to double capacity from 14 million to 28 million TEUs over the long term. Furthermore, the Malaysian government has approved the development of a new terminal on Carey Island under a Public-Private Partnership (PPP) model.

3. Cross-Border Connectivity Infrastructure
The integration of highway networks is creating seamless logistics corridors across the Mekong sub-region:
- Viet Nam Corridor: The HCMC – Moc Bai Expressway (51 km) officially commenced construction in 2026 with a total investment of approximately VND 19.6 trillion ($749 million). In parallel, the Bau Bang – Moc Bai railway (57 km) is under study to enhance multimodal transport capabilities.
- Cambodia Corridor: The Phnom Penh – Bavet Expressway (135–138 km) is expected to reach completion by late 2026 or early 2027. Once operational, the HCMC – Phnom Penh – Bangkok transport corridor will function as a continuous cross-border axis, significantly reducing transit times between these major economic hubs.
