President Donald Trump Signs Executive Order Waiving Countervailing Duties on Key Vietnamese Agricultural Products

On November 14, 2025, U.S. President Donald Trump signed an executive order adjusting the scope of countervailing duties. This move follows the policy announced on April 2, 2025, aimed at addressing America’s large trade deficit.

Under the new order, certain eligible agricultural products will be removed from the countervailing duty list, meaning they will no longer be subject to additional tariffs when imported into the United States. This change significantly reduces costs for exporting businesses.
Products exempted from countervailing duties include:
  • Coffee and tea
  • Tropical fruits and fruit juices
  • Cocoa and spices
  • Bananas, oranges, and tomatoes
  • Beef
The decision took effect at 12:01 AM EST on November 13, 2025, marking an important milestone in bilateral trade relations and opening major opportunities for Vietnamese enterprises to expand exports to the U.S. market.

Important Notes for Exporters

The waiver of countervailing duties applies only to specific products and does not mean all import tariffs are eliminated. Exporters must still comply with regular U.S. import duties, customs procedures, and food safety standards.

Additionally, although spices are listed among the exempted categories, businesses should verify details with U.S. import partners and remain attentive to requirements such as SPS (sanitary and phytosanitary standards), residue testing, and traceability to minimize risks when entering the market.
