EU to Introduce a €3 Customs Duty on Low-Value Consignments from 2026: Early Preparation Required for B2C Exporters

From 1 July 2026, the European Union (EU) is expected to introduce a flat customs duty of €3 per item in small consignments valued below €150 imported from outside the EU. The new measure will have a direct impact on B2C export models, particularly low-value shipments delivered directly to end consumers within the EU.

According to information released by the European Commission, the EU recorded approximately 4.6 billion low-value consignments imported from non-EU markets in 2024. The introduction of a flat customs duty is intended to:
  • Strengthen customs oversight of cross-border e-commerce;
  • Standardise tax obligations and import declaration requirements;
  • Ensure fairer competition for businesses operating within the EU single market.
The regulation applies to B2C consignments delivered directly to EU consumers and does not apply to traditional commercial exports or bulk shipments.
